The existence of these evils among the Muslims is distressing enough. But far more distressing is the fact that there is no organized movement of social reform among the Musalmans of India on a scale sufficient to bring about their eradication. The Hindus have their social evils. But there is relieving feature about them-namely, that some of them are conscious of their existence and a few of them are actively agitating for their removal. Indeed, they oppose any change in their existing practices. It is noteworthy that the Muslims opposed the Child-Marriage Bill brought in the Central Assembly in 1930, whereby the age for marriage of a girl was raised to 14 and of a boy to 18 on the ground that it was opposed to the Muslim cannon law. Not only did they oppose the bill at every stage but that when it became law they started a campaign of Civil Disobedience against that Act.

If, therefore, our personal religious life is likely to be sapped by our devotion to social work, it would be a calamity second to none. But is it really likely that this will happen? The great aim underlying to whole social movement is the creation of a free, just, and brotherly social order. This is the greatest moral task conceivable. Its accomplishment is the manifest will of God for this generation. Every Christian motive is calling us to do it. If it is left undone, millions of lives will be condemned to a deepening moral degradation and to spiritual starvation. Does it look probable that we will lose our contact with God if we plunge too deeply into this work? Does it stand to reason that we shall go astray from Jesus Christ if we engage in the unequal conflict with organized wrong? What kind of ‘spirituality' is it which is likely to get hurt by being put to work for justice and our fellow-men?

Whatever else we can say about this referendum campaign, we have touched sections of the community who've never before been touched by politics. These sections of the community have touched us and touched the political process. I don't think that will ever be allowed to go back to business as usual in politics again. So friends, sometimes it's best to reflect where we are on a journey. 45 per cent, 1.6 million of our fellow citizens voting for independence, I don't think that any of us whenever we entered politics would have thought such a thing to be either credible or possible. Today of all days as we bring Scotland together let us not dwell on the distance we have fallen short. Let us dwell on the distance we have travelled and have confidence that the movement is so broad in Scotland that it will take this nation forward and we shall go forward as one nation. Japan had come to terms with Russia because of her difficulties, but this did not mean approval of communism. Communism meant the end of emperor-worship, and feudalism and the exploitation of the masses by the ruling class, and indeed almost everything that the existing order stood for... But communism is the outcome of widespread misery due to social conditions, and unless these conditions are improved, mere repression can be no remedy. There is a terrible misery in Japan at present. The peasantry, as in China and India, are crushed under a tremendous burden of debt. Taxation, especially because of heavy military expenditure and war needs, is very heavy. Reports come of starving peasants trying to live on grass and roots, and of selling even their children. The middle classes are also in a bad way owing to unemployment and suicides have increased.

Had it merely called to our attention the existence and exact nature of certain fundamental gaps in economic theory, the Theory of Economic Behavior by von Neumann and Morgenstern would have been a book of outstanding importance. But it does more than that. It is essentially constructive: where existing theory is considered to be inadequate, the authors put in its place a highly novel analytical apparatus designed to cope with the problem.
It would be doing the authors an injustice to say that theirs is a contribution to economics only. The scope of the book is much broader. The techniques applied by the authors in tackling economic problems are of sufficient generality to be valid in political science, sociology, or even military strategy. The applicability to games proper (chess and poker) is obvious from the title. Moreover, the book is of considerable interest from a purely mathematical point of view.

Although dialogue, by itself, will not be sufficient to address these issues – because concrete action is needed – initiating a broad, frank, and inclusive conversation is a necessary and productive first step. In all of the Civil Rights Division's activities in Ferguson – as in every pattern-or-practice investigation the Division has launched over the last six years – our aim is to help facilitate and inform this conversation; to make certain it leads to concrete action; and to ensure that law enforcement officers in every part of the United States live up to the same high standards of professionalism. It is clear from our work throughout the country-particularly the work of our Civil Rights Division-that the prospect of police accountability and criminal justice reform is an achievable goal; one that we can reach with law enforcement and community members at the table as full partners.
