Is it not apparent that that risk must increase in proportion to the effectiveness of the sanctions and also by reason of the incompleteness of the League? Is it not also apparent from what has happened that in the presence of such a risk nations cannot be relied upon to proceed to the last extremity of war unless their vital interests are threatened?
